When puppies reach an age when they become more of a challenge, because they are too active, or get sick due to lack of basic care, and remain unsold, breeders often dump them at local shelters. Pure Breed dogs of all ages are abandoned in staggering numbers. Until animals are no longer treated as ‘merchandise’, to buy and dispose of at will, this behavior will continue.
